Konata Izumi from Lucky Star by Kagami Yoshimizu. I can no longer recall what inspired me to think about this composition, but the weird, somewhat creepy vibe is definitely an influence from @urazal's artwork, the creator of the creepy konata creature thing that you see sometimes, whose work I very much love.
